In Panem, the noble Snow family patriarch, General Crassus, dies during the First Rebellion with the Districts. Thirteen years later, Crassus' eighteen-year-old son Coriolanus determines to restore his family's prosperity. Coriolanus is among twenty-four mentors in the 10th Annual Hunger Games. To increase viewership, Dean Casca Highbottom, who created the Hunger Games, wants to focus on tributes entertaining viewers rather than winning.
Coriolanus is selected to mentor Lucy Gray Baird, the District 12 female tribute. During the reaping ceremony, Lucy Gray charms Capitol viewers by singing and slipping a snake into the mayor's daughter's dress. Coriolanus wants Lucy Gray to continue garnering viewers' favor, as the best-performing mentor is promised a fortune. He later earns Lucy Gray's trust and helps her win the Capitol citizens' sympathy.
Coriolanus proposes a sponsorship scheme to Head Gamemaker Volumnia Gaul that allows Capitol viewers to donate to mentors so they can send tributes supplies during the Games. Coriolanus bonds with Lucy Gray, although another mentor, Arachne, taunts her tribute, who then kills her. During an arena tour, a rebel bomb explodes, killing several mentors and tributes. Coriolanus gifts Lucy Gray with rat poison after she saves him from falling debris.
Many tributes die in the Game's initial chaos. Gaul implements Coriolanus' suggestions, resulting in increased Capitol viewership. Lucy Gray survives the carnage by escaping through an explosion-caused hole and hiding in a service tunnel with Jessup, District 12's male tribute. Jessup later develops rabies and is killed by his own mentor in order to save Lucy Gray. Coriolanus' wealthy friend, Sejanus Plinth, resenting the Games' cruelty, sneaks into the arena and mourns alongside his fallen tribute, his former classmate in District 2. Coriolanus enters the arena to retrieve Sejanus. The tributes attack them and Coriolanus kills one. Gaul alters the Games' film footage to conceal their presence.
Gaul announces that genetically-modified snakes will be released into the arena to avenge the death of Felix Ravinstill - a mentor and the President's son - who died in the bombing. Coriolanus, knowing the snakes do not attack those with recognizable scents, secretly puts his father's handkerchief bearing Lucy Gray's scent into the snake tank. The released snakes kill all tributes except Lucy Gray. Gaul refuses to declare Lucy Gray the victor but Capitol viewers pressure her. After the victory celebration, Highbottom confronts Coriolanus with the handkerchief and the poison and sentences him to serve twenty years as a Peacekeeper for cheating. Sejanus is punished for rebellion. Coriolanus, not knowing Lucy Gray's fate, insists on being transferred to District 12.
In District 12, Coriolanus and Sejanus begin Peacekeeper training. After a man is hanged, inspiring Lucy Gray's "The Hanging Tree" song, Coriolanus and Sejanus visit the Hob bar where Coriolanus is reunited with Lucy Gray, who performs with the Covey. When Coriolanus overhears Sejanus helping some rebels planning to escape, he uses a jabberjay to record Sejanus' voice. He then sends it to Gaul. One night, Coriolanus follows Sejanus to the Hob. Sejanus talks to Billy Taupe and Spruce, leading to an altercation, with Coriolanus shooting Mayfair and Spruce killing Billy Taupe. Sejanus and Spruce are later hanged for treason while Lucy Gray and Coriolanus escape.
Lucy Gray and Coriolanus head north. Coriolanus finds Spruce's weapons hidden in a lakeside cabin. When Lucy Gray vanishes, Coriolanus realizes she knows that he tipped off Gaul about Sejanus. As Coriolanus pursues her with the rifle, he is bitten by a snake set as a trap. Disoriented, he shoots at Lucy Gray but is unaware if she was hit. Coriolanus returns to the Capitol. Sejanus' parents, unaware he was complicit in their son's death, secure him a place in the university. Coriolanus visits Highbottom, who confesses the Games were never intended to be reality, and were merely a drunken idea that Crassus, Coriolanus' father, had stolen. Unbeknownst to Highbottom, Coriolanus slips rat poison into his drug stash, killing him. Gaul later trains Coriolanus to be a future Gamemaker; Lucy Gray's final fate remains unknown.
